Creating a Certification Program

This presentation explores the problems and considerations with developing and implementing a certification program. We compare traditional Instructional Systems Design assessment instrument issues and those particular to certification exams. We consider test design specifications such as should the exam be written or practical, should it be proctored, and how big should the question bank be. We explore the different methods of setting a passing score and the use of psychometric analysis to evaluate both the exam itself and any supporting coursework. We also discuss practical problems like exam hosting, distribution, reporting, price, and legal issues. The presentation does not go into depth on developing good test questions; ASTD members particularly interested in that topic are encouraged to attend the February presentation by Mary Lorenz.


David Hibsher is the Training Programs Developer at NewTek Inc. in San Antonio. He designs, creates, and maintains training and certification programs for technicians who operate video switchers and related television production gear. He created the certification program from scratch for the company’s product line. His prior experience includes being a trainer for Tufts Health Plan in Massachusetts supporting benefits coordination. He has also taught 3D animation and computer graphics at Northeastern University, The America Film Institute, Video Symphony, and many other technical schools.

David has an MS in Adult and Organizational Learning from Suffolk University in Boston and a BA in Mathematics from San Jose State University in California. A US Navy veteran, he spent 6 years on active duty operating nuclear propulsion plants on submarines. David is an avid world traveler and has been to 40 countries on five continents.
